O presente artigo analisa os sentidos abstratos para a soberania do povo como pressuposto para a fixação de sentidos concretos para a democracia participativa em um Estado de Direito. A temática é abordada pelo método dedutivo, por meio de pesquisa doutrinária e de diplomas normativos. O artigo pretende responder em que medida se afigura possível estabelecer bases de racionalidade para a construção de um discurso compatível com os direitos de participação política em um Estado Democrático de Direito.

Abstract: The Pull Bayesian Significance Test (FBST) for precise hy- potheses is applied to a Multivariate Normal Structure (MNS) model. In the FBST we compute the evidence against the precise hypothesis. This evi- dence is the probability of the Highest Relative Surprise Set (HRSS) tangent to the sub-manifold (of the parameter space) that defines the null hypothesis. The MNS model we present appears when testing equivalence conditions for genetic expression measurements, using micro-array technology.

No cinema brasileiro recente, o diálogo entre o documentário e a ficção tem merecido destaque, com produções de baixo orçamento e ideias originais. É o caso de Santiago (João Moreira Salles, 2007) e Viajo Porque Preciso, Volto Porque Te Amo (Marcelo Gomes, Karim Aïnouz, 2009), filmes que trabalham esse diálogo de forma sutil e diegética, ressignificando imagens de um arquivo próprio, pessoal.

Much forensic inference based upon DNA evidence is made assuming Hardy-Weinberg Equilibrium (HWE) for the genetic loci being used. Several statistical tests to detect and measure deviation from HWE have been devised, and their limitations become more obvious when testing for deviation within multiallelic DNA loci. The most popular methods-Chi-square and Likelihood-ratio tests-are based on asymptotic results and cannot guarantee a good performance in the presence of low frequency genotypes. Since the parameter space dimension increases at a quadratic rate on (...) the number of alleles, some authors suggest applying sequential methods, where the multiallelic case is reformulated as a sequence of “biallelic” tests. However, in this approach it is not obvious how to assess the general evidence of the original hypothesis; nor is it clear how to establish the significance level for its acceptance/rejection. In this work, we introduce a straightforward method for the multiallelic HWE test, which overcomes the aforementioned issues of sequential methods. The core theory for the proposed method is given by the Full Bayesian Significance Test (FBST), an intuitive Bayesian approach which does not assign positive probabilities to zero measure sets when testing sharp hypotheses. We compare FBST performance to Chi-square, Likelihood-ratio and Markov chain tests, in three numerical experiments. The results suggest that FBST is a robust and high performance method for the HWE test, even in the presence of several alleles and small sample sizes. (shrink)

The Generalized Poisson Distribution (GPD) adds an extra parameter to the usual Poisson distribution. This parameter induces a loss of homogeneity in the stochastic processes modeled by the distribution. Thus, the generalized distribution becomes an useful model for counting processes where the occurrence of events is not homogeneous. This model creates the need for an inferential procedure, to test for the value of this extra parameter. The FBST (Full Bayesian Significance Test) is a Bayesian hypotheses test procedure, capable of providing (...) an evidence measure on sharp hypotheses (where the dimension of the parametric space under the null hypotheses is smaller than that of the full parametric space). The goal of this work is study the empirical properties of the FBST for testing the nullity of extra parameter of the generalized Poisson distribution. Numerical experiments show a better performance of FBST with respect to the classical likelihood ratio test, and suggest that FBST is an efficient and robust tool for this application. (shrink)

t Intentional sampling methods are non-randomized procedures that select a group of individuals for a sample with the purpose of meeting specific prescribed criteria. In this paper we extend previous works related to intentional sampling, and address the problem of sequential allocation for clinical trials with few patients. Roughly speaking, patients are enrolled sequentially, according to the order in which they start the treatment at the clinic or hospital. The allocation problem consists in assigning each new patient to one, and (...) only one, of the alternative treatment arms. The main requisite is that the profiles in the alternative arms remain similar with respect to some relevant patients’ attributes (age, gender, disease, symptom severity and others). We perform numerical experiments based on a real case study and discuss how to conveniently set up perturbation parameters, in order to yield a suitable balance between optimality – the similarity among the relative frequencies of patients in the several categories for both arms, and decoupling – the absence of a tendency to allocate each pair of patients consistently to the same arm. Intentional sampling methods are non-probabilistic procedures that select a group of individuals for a sample with the purpose of meeting specific prescribed criteria. Intentional sampling methods are intended for exploratory research or pilot studies where tight budget constraints preclude the use of traditional randomized representative sampling. The possibility of subsequently generalize statistically from such deterministic samples to the general population has been the issue of long standing arguments and debates. Nevertheless, the intentional sampling techniques developed in this paper explore pragmatic (...) strategies for overcoming some of the real or perceived shortcomings and limitations of intentional sampling in practical applications. The Full Bayesian Significance Test (FBST) for precise hypotheses is presented, with some applications relevant to reliability theory. The FBST is an alternative to significance tests or, equivalently, to p-ualue.s. In the FBST we compute the evidence of the precise hypothesis. Clearing algorithms are at the core of modern payment systems, facilitating the settling of multilateral credit messages with (near) minimum transfers of currency. Traditional clearing procedures use batch processing based on MILP - mixed-integer linear programming algorithms. The MILP approach demands intensive computational resources; moreover, it is also vulnerable to operational risks generated by possible defaults during the inter-batch period. This paper presents TORC3 - the Token-Ring Clearing Algorithm for Currency Circulation. In contrast to the MILP approach, TORC3 is a (...) real time heuristic procedure, demanding modest computational resources, and able to completely shield the clearing operation against the participating agents’ risk of default. This article presents a two level hierarchical forecasting model developed in a consulting project for a Brazilian magazine publishing company. The first level uses a VARMA model and considers econometric variables. The second level takes into account qualitative aspects of each publication issue, and is based on polynomial networks generated by Genetic Programming (GP).

Gene clustering is a useful exploratory technique to group together genes with similar expression levels under distinct cell cycle phases or distinct conditions. It helps the biologist to identify potentially meaningful relationships between genes. In this study, we propose a clustering method based on multivariate normal mixture models, where the number of clusters is predicted via sequential hypothesis tests: at each step, the method considers a mixture model of m components (m = 2 in the first step) and tests if (...) in fact it should be m - 1. If the hypothesis is rejected, m is increased and a new test is carried out. The method continues (increasing m) until the hypothesis is accepted. The theoretical core of the method is the full Bayesian significance test, an intuitive Bayesian approach, which needs no model complexity penalization nor positive probabilities for sharp hypotheses. Numerical experiments were based on a cDNA microarray dataset consisting of expression levels of 205 genes belonging to four functional categories, for 10 distinct strains of Saccharomyces cerevisiae. To analyze the method’s sensitivity to data dimension, we performed principal components analysis on the original dataset and predicted the number of classes using 2 to 10 principal components. Compared to Mclust (model-based clustering), our method shows more consistent results. (shrink)

The Fully Bayesian Significance Test (FBST) is a coherent Bayesian significance test for sharp hypotheses. This paper proposes the FBST as a model selection tool for general mixture models, and compares its performance with Mclust, a model-based clustering software. The FBST robust performance strongly encourages further developments and investigations.

This paper presents REAL, a Real-Valued Attribute Classification Tree Learning Algorithm. Several of the algorithm's unique features are explained by úe users' demands for a decision support tool to be used for evaluating financial operations strategies. Compared to competing algorithms, in our applications, REAL presents maj or advantages : (1) The REAL classification trees usually have smaller error rates. Inspired by the recent work on approximations of classical logic, we present a method that approximates several modal logics in a modular way. Our starting point is the limitation of the n-degree of introspection that is allowed, thus generating modaln-logics. The semantics for n-logics is presented, in which formulas are evaluated with respect to paths, and not possible worlds. A tableau-based proof system is presented, n-SST, and soundness and completeness is shown for the approximation of modal logics image and image.

Urban development is seen in this paper as the process of achieving more social justice in the city through changes both in social relations and in spatiality. Autonomy, in the sense used by Cornelius Castoriadis, is here regarded as the main parameter for the evaluation of processes and strategies for positive social change. Nevertheless, the Castoriadian philosophical notion of autonomy must first be made operational before it can be reasonably applied in empirical research or policy evaluations. O livro almeja ser representativo nos principais debates contemporâneos, oferecendo uma visão panorâmica sobre o campo na atualidade e permitindo-se aprofundar em algumas discussões selecionadas.O ambiente não pode ser reduzido ao “meio ambiente”, à natureza não humana. Ele não é meramente algo que “nos envolve”, um envoltório: o ambiente somos também nós, seres humanos, histórica e culturalmente situados. Quanto aos territórios, eles se estabelecem em íntima conexão com os ambientes em suas dimensões paisagística e material, quer sejam os processos geoecológicos, (...) quer sejam as formas e as dinâmicas socialmente produzidas. Analisar os territórios significa examinar como, a cada momento, os ambientes, seus recursos e significados são disputados e viram objeto de conflitos.O público-alvo principal são os estudantes dos últimos anos da graduação, além daqueles em nível de pós-graduação, de todas as áreas que lidam com problemas e conflitos ambientais. Afora os pesquisadores iniciantes e os jovens universitários em geral, porém, podemos presumir que profissionais experientes também poderão tirar proveito do material de diversos capítulos. É razoável, por fim, nutrir a expectativa de que muito do que este livro contém possa (retro)alimentar o ativismo ambiental crítico e a prática de combater as iniquidades e as distorções que se acumulam em nossas sociedades, principalmente as muitas situações de flagrante injustiça ambiental. Este artigo busca compreender qual o estatuto que a ideia de fundamento recebe na filosofia de Sartre enquanto uma ontologia existencial, isto é, enquanto uma filosofia que compreende o homem em sua finitude. Para isso, procura realizar uma análise da presença da Metafísica, sobretudo em O Ser e o Nada, com relação ao problema metafísico desenvolvido na obra: o surgimento do nada no ser. Por fim, procura, por meio desta análise, compreender o estatuto da finitude na mesma obra.

Esta pesquisa teve como objetivo analisar o conhecimento teórico de conselhos tutelares sobre o Estatuto da Criança e do Adolescente e suas atuações a partir disso. Para isso, realizamos entrevistas com dois conselhos por meio de um questionário. As respostas foram dadas por escrito e, com elas, pudemos notar convergências e divergências entre esses conselhos. Com a análise, percebemos que cada conselho possui um olhar no seu trabalho, porém ambos possuem consciência de que seu dever é o de proteger e (...) garantir os direitos das crianças e dos adolescentes. Ambos os conselhos admitiram existir interação com a escola, porém, ela se restringe ao controle de frequência e da evasão escolar. Também, ambos remetem casos de violação de direitos à realidade social, afirmando que fatores econômicos não são determinantes nesses atos, porém, nos casos de famílias em situações econômicas desfavoráveis, o conselho tutelar é acionado. Por fim, enquanto um dos conselhos diz que aquele que viola algum direito da criança ou do adolescente deve ser responsabilizado, outro afirma que ele deve intervir com medidas educativas para resgatas a proteção do menor. Concluímos que os conselhos conhecem seus deveres, porém deixam a desejar no que tange à relação com as escolas. (shrink)

Inicialmente, o texto indaga sobre o significado do exercício do filósofo social; pretende também localizar as origens do debate moderno sobre ‘subjetividade’ no pensamento filosófico e social. As idéias norteadoras de Kant, se situam na confluência e na disjunção entre razão (conhecimento) e subjetividade (moral). A partir dessa referência, o debate entre alguns pensadores considerados como pós-modernos (Badiou e Zizek), por um lado, e por outro Castoriadis que recusa esta nomenclatura, vão derivando idéias novas sobre ‘sujeito’ e ‘verdade’. Esse debate (...) não é sem conseqüências para a teoria sociológica que assume para si o desafio de introduzir a categoria de ‘sujeito’ em seus cânones (Touraine). As reflexões de Stengers servem também para questionar e aproximar as práticas da produção do conhecimento e dos discursos científicos. Finalmente, restam desafios para se pensar teorias e práticas sócio-ambientais à luz desses conceitos apresentados ao longo do texto. (shrink)

Uma obra no "espírito do tempo" e que, segundo o autor e especialista no pensamento e cultura do século XX, parte da intuição profunda de um "espírito de urgência". Para isto, assume a radicalidade da desinstalação epistemológica atual, fruto da ruptura de toda uma vontade otimista de Sistema, de posturas iluministas, e denuncia as peripécias teóricas e violências da Totalidade. Crise do (...) grande Sistema de sentido do ocidente grego, crise da sua totalização efetiva a nível político-econômico, em tempos de sufocamento global. Tempo de desagregação, o que não quer restar mera ação pós-moderna, mas intertísticos às voltas com as fronteiras do pensado e as suas alternativas radicais - filosofia como crítica e não tautologia legitimadora. Esta pretensiosa proposição, inspirada no pensamento de Ernmanuel Levinas, esboça- se em todos os cinco artigos da primeira parte crítica, cristalizando-se melhor nos seis artigos da segunda parte - "fronteiras e alternativas". No primeiro bloco, do status crucial da fundamentação do pensamento no século XX, se passa pela "Escola de Frankfurt'', Nietzsche, Sartre, para desembocar nas análises concretas do "fim da história" dentro da nova "ordem" neoliberal. No segundo bloco, se percorre a ética da economia, filosofia da natureza e questão ecológica, alteridade e Estética, desembocando no "traumatismo e Infinito" - pequeno e arrojado esboço do tema de tese de doutorado do autor. Estamos aqui não menos que diante de um mesmo desafio em onze momentos. (shrink)

O presente trabalho objetiva explorar o método proposto pelo Professor Marcelo Neves, o transconstitucionalismo, focando na sua relação com os direitos coletivos na sociedade multicêntrica. O método tem crescente importância devido à falta de maneiras para resolução de atribulações entre ordens jurídicas conflitantes, buscando assim arquitetar o modo de relação entre essas ao invocar um diálogo e um consequente entrelaçamento de sapiências ao desenvolver meios de aprendizado recíproco. O autor evidencia a importância da consideração de direitos fundamentais, em especial (...) os de natureza coletiva. Demonstra-se aqui alguns efeitos práticos da utilização da transconstitucionalismo para impulsionar direitos coletivos. (shrink)

La pena natural es una situación paradójica que se puede presentar cuando el autor de un delito, al cometerlo o a causa de éste, ha sufrido un daño igual o mayor al que padecería si el juez de la causa le aplicara la pena estatal prevista para tal conducta. Se da con frecuencia al juzgar ciertos accidentes viales, cuando el acusado ya carga el peso de ser quien, por imprudencia, mató a su pareja o familiar cercano, por ejemplo. Pero ¿en (...) qué situaciones y cómo cabe recurrir a la pena natural? En esta investigación, Manuel Serrano explora las diversas aristas y posturas en pugna que atraviesan este tema, donde se cruzan cuestiones como la idea de la “culpa compensada”, la prohibición de aplicar castigo doble por un mismo hecho (non bis in idem) y la clemencia judicial. El autor desmonta la estructura conceptual de la pena natural, estudia jurisprudencia argentina y recorre producciones teóricas de juristas que se han preocupado por este asunto complejo, profundo y poco abordado del derecho penal. The objective of this study has been to establish the level of significance that Gustavo Gutierrez and Juan Luis Segundo attribute to politics in their contributions to liberation theology and to extract the relevant consequences for political theory. ;A systematic analysis of the theory of history in the works of these two authors indicates a higher level of integration between Christianity and politics that is usual in Christian political thought. Liberation is equated with salvation and political liberation is seen as (...) one of its components. This brings politics to a position of privilege. When at the service of justice it occupies, for our authors, a high rank among Christian concerns and when devoted to oppression it requires diligent response from every Christian. ;This understanding of politics is valuable in that it accentuates the political aspect of the Christian theory of history, an element frequently underestimated. Certain tensions remain, however, in the theory as a result of this emphasis: between the moral improvement expected from the involvement in political activities conducive to justice and the moral ambiguity of political structures emerging from such activity; and between the use of the concept of class struggle and notions of conversion and reconciliation. Finally, there is the danger of reducing the critical ability of Christians regarding a particular political project by identifying it with the concept of eschatology. (shrink)

ResumenEste artículo propone una idea de intervención e institución que se entrelace en lo social a través del concepto de contagio como elemento filosófico articulador. En primer lugar, se establece un marco teórico-filosófico para pensar la vida como una ontología social del contagio, que permita habitar un pensar relacional etológico que se abra a otros modos de existencia. Desde este marco, los hallazgos perfilan la relación intervención-institución desde la sensibilidad que evoca esta forma distinta de intervención en lo social, disponiendo (...) de otros modos las variaciones de la institución y sus procesos de instituir el campo social. Se concluye discutiendo la relación entre intervención y sus capacidades transformativas como componente metódico y epistemológico distinto que trae consigo un fuerte potencial político y ético. Al multiplicar los modos de ser y los procesos de subjetivación se abren prácticas humanas y más-que-humanas, instituyendo otros modos de hacer-y-pensar toda intervención del presente.Palabras clave: institución; intervención; contagio; formas de vida; cartografías. Multialgebras have been much studied in mathematics and in computer science. In 2016 Carnielli and Coniglio introduced a class of multialgebras called swap structures, as a semantic framework for dealing with several Logics of Formal Inconsistency that cannot be semantically characterized by a single finite matrix. In particular, these LFIs are not algebraizable by the standard tools of abstract algebraic logic. In this paper, the first steps towards a theory of non-deterministic algebraization of logics by swap structures are given. Specifically, (...) a formal study of swap structures for LFIs is developed, by adapting concepts of universal algebra to multialgebras in a suitable way. A decomposition theorem similar to Birkhoff’s representation theorem is obtained for each class of swap structures. Moreover, when applied to the 3-valued algebraizable logics J3 and Ciore, their classes of algebraic models are retrieved, and the swap structures semantics become twist structures semantics. This fact, together with the existence of a functor from the category of Boolean algebras to the category of swap structures for each LFI, suggests that swap structures can be seen as non-deterministic twist structures. This opens new avenues for dealing with non-algebraizable logics by the more general methodology of multialgebraic semantics. (shrink)

Ortega y Gasset’s old lament that no one had so far attempted a rigorous phenomenology of pain no longer holds since the appearance of Christian Grüny’s recent monograph Zerstörte Erfahrung. Eine Phänomenologie des Schmerzes. Grüny argues for the use of phenomenological categories from Merleau-Ponty in order to understand physical pain as a “blocked escape-movement” , concluding that corporeal suffering makes impossible both a clean distinction and a pure identification between the lived body and the physical body that I am. In (...) my paper, I would like to suggest some improvements to Grüny’s approach through the utilization of the category of self-affection, as the material phenomenology of Michel Henry has developed it. In addition to the radical immanence in which hyle, noesis, and noema are unified into a “carnal cogito,” however, I argue that it is necessary to describe the painful self-affection not only in terms of any sensitive excess whatever , as Grüny posits, but also in terms of a mutation of the sensitive excess into the intra-tactile sphere of sensibility. Thus I endorse the Husserlian insight that makes tactility the primordial structure of sensibility. (shrink)

En varios pasajes de la obra de Lévinas vemos que su manera de presentarse frente a lo político es ambigua. O bien, resulta mejor decir que solo en apariencia el "objeto" de lo político en sus reflexiones sobre la justicia y el Estado resultan claras; hay una suerte de equívoco que vale la pena precisar y distinguir. Así, el objetivo central de este trabajo es describir dos momentos políticos en Lévinas leídos en clave Estado, como una figura posible de la (...) política; desentrañamos así la trama anti-política en tanto crítica política al Estado, para llegar a la trama del Estado justo e igualitario, lo que abre nuevas puertas para pensar lo político. A partir de esta descripción reflexionamos, por un lado, una postura crítica frente a las ideas sobre el Estado de Lévinas desde las vinculaciones ético-políticas que hace, tal como la de Alberto Sucasas. Y por otro, en contraposición a éstas, las interesantes y extravagantes lecturas que hace Miguel Abensour de Lévinas creyendo que las relaciones ético-políticas levinasianas aportan a renovar críticamente una nueva figura de Estado dejando el terreno político y estatal abierto a nuevas reflexiones. In several passages of Levinas' work we see that his way of presenting the political front is ambiguous. Or, more precisely, that the "object" of the political in his reflections about justice and the State is only apparently clear; there is a sort of equivocalness that is worth clarifying and distinguishing. The aim of this article is to describe two political moments in Levinas, read in terms of the State as a possible figure in politics. We thus unravel an anti-political theme which is critical of the politics of the State, in order to reach a theme of a State that is just and egalitarian. This opens up new territory from which to think of the political. One critique of Levinas' ideas of the State in terms of its ethical-political linkages is that put forth by Alberto Sucasas. A second contrasting critique is the interesting and extravagant reading of Miguel Abensour, in which Levinasian ethical-political relationships lead to a critical renewal of a new figure of the State, leaving the political and state terrain open to new reflections. Despite being fairly powerful, finite non-deterministic matrices are unable to characterize some logics of formal inconsistency, such as those found between mbCcl and Cila. In order to overcome this limitation, we propose here restricted non-deterministic matrices (in short, RNmatrices), which are non-deterministic algebras together with a subset of the set of valuations. This allows us to characterize not only mbCcl and Cila (which is equivalent, up to language, to da Costa's logic C_1) but the whole hierarchy of da Costa's calculi (...) C_n. This produces a novel decision procedure for these logics. Moreover, we show that the RNmatrix semantics proposed here induces naturally a labelled tableau system for each C_n, which constitutes another decision procedure for these logics. This new semantics allows us to conceive da Costa's hierarchy of C-systems as a family of (non deterministically) (n+2)-valued logics, where n is the number of "inconsistently true" truth-values and 2 is the number of "classical" or "consistent" truth-values, for every C_n.
